Bug#973719: tar --exclude parameter not excluding

Package: tar
Version: 1.30+dfsg-6 & 1.29b-1.1

Use tar for backups. Upgraded a machine from Jesse up to Buster and the
excludes which worked on Jessie are not being processed under Buster.  I
downgraded to Stretch's tar (1.29b-1.1) and the issue persisted.  Excludes
worked again when I downgraded tar to 1.27.1-2+deb8u2.

Sample of the excludes I'm using:
--exclude=*.{dd.gz,dd}
--exclude=*.{E0?,E1?,E2?,E3?,E4?}
--exclude=*.{vdi,tar,tar.gz,tgz,iso}
