In Buster with clamav-freshclam version 0.102.4+dfsg-0+deb10u1 this bug does not seem to exist anymore, thanks.
By the way, I noticed another bug; the default "ReceiveTimeout 30" in /etc/clamav/freshclam.conf is too small, at least when network speed is ADSL 24 Mbit/s.
