i dont think it's that obvious actually. `dot2texi.sty` is provided by
`texlive-pictures`, which dot2tex recommends. if that package requires
extra dependencies to be fully functional, probably you should contact
their maintainers and ask (you can also re-assign this bug) to
evaluate if `texlive-latex-extra` should be bumped from Suggests to
Recommends.
