1) Verified that downgrading python3-humanize indeed works around this issue. 2) Upstream looks like they've worked around this by no longer using humanize: https://github.com/dbcli/pgcli/commit/8f7e31450835bca5d9a8bb4de252efba6f4b7b10 Unfortunately it looks like the replacement for it they're using is not available in Debian :(
