Typical such packages, probably sorted by visibility:

* devscripts
* debian-goodies
* monitoring-plugins
* pkg-perl-tools
* hobbit-plugins

Would probably belong into this category, but have no dependencies at
all:

* debianutils
* sensible-utils

Admittedly. yeah, sorry. There's a reason why that last paragraph has
been added to the package description... This has been reported quite
a few times already.

Basic reasoning behind this:

Some users might want to install such a package just because of one
tool and for them the package works fine without the dependencies of
other tools. Hence it's usable at least for some users.

You actually did quite some research, so I was quite surprised that
you didn't have a look at the package description, too.

Ack. And I also checked before replying that these packages are
actually listed in the Recommends header to make sure they're not
missing where they belong to.
