The documentation on "clean" is poor: You have to explicitly enable it
by adding one or more lines like this to your /etc/apt/mirror.list:

> clean http://ftp.de.debian.org/debian/

The URL should match the URL used by your other "deb" statements, which
is translated by apt-mirror to a path relative to your "$mirror_path".
apt-mirror will then recursively crawl that directory recursively and
remove any file not mentioned in "$var_path/ALL".

So using something like
> clean http://ftp.de.debian.org/debian/pool/main/d
would only remove files below that starting point.

So this is "not-a-bug" as you have not enabled apt-mirror to do the
crawling.
