This is due to use of YaSSL (nowadays called WolfSSL). This will not be fixed for MariaDB 10.1 or older. A summary about various TLS issues for WolfSSL/MariaDB in Debian is listed at https://jira.mariadb.org/browse/MDEV-23772 Contributions are welcome to at least get the TLS testing automated so all regressions would be quick to spot.
