Agreed. My work around was to follow the instructions for creating
"simple backports" (https://wiki.debian.org/SimpleBackportCreation) to
make a backport of xfce4-weather-plugin/testing for my Buster machines.
The "proper" solution would be to get 0.10.1 into stable-updates.
