Because dh_strip did it by default for compat 9 and I decided to mirror
that like I did with using build-ids on the basis that the new default
made sense.  But I do not know why Joey made compat 9 use compressed
debug symbols by default.

That said, I am not emotionally invested in whether debug symbols are
compressed or not.  Only that I am not stuck between two parties each
wanting the other option by default.
  If you want to move forward with this change, then please start a
discussion about this on debian-devel and document the consensus of that
discussion if any.

For the record, if the consensus is to stop compressing then I intend to
remove it retroactively as any tool that worked with a compressed dbgsym
file also work with the uncompressed version as far as I am informed.
(Mentioned for completeness because I assume it would suit you fine).
