I did have xmltex 1.9-11.1, and purging and reinstalling it fixed the problem. (tetex-bin conflicts with xmltex <= 1.9-10, so I couldn't have an older xmltex without forcing it.) Is this a problem with the configuration of xmltex after upgrade, but not after new install? Should I reassign the bug to xmltex?
