Maybe reportbug should warn, after a user enters a @bugs.debian.org address at the CC prompt. Also maybe the BTS should send an email: One error was found on your bug submission. ADB> This seems like exactly the behaviour one would expect, based on the ADB> documentation - i.e. https://www.debian.org/Bugs/Reporting#xcc ?
