This behavior is still present in Dell EFI version 1.6.0 and Micron NVME firmware version 22001040, which are current as of now.
I've noted that sometimes the bad behavior won't trigger. It seems to be intermittent. The drive will sometimes recover after two/three minutes if I let it sit.
Also I noticed KDE Partition Manager can trigger this bug when it starts and probes for devices.
