I've identified the problem:
spohr:/org/bugs.debian.org/home/get-packages syncs sources lists to
etc/indices, but does so from ftp.debian.org with http. This fails to
work now due to the mirror split.

You'd probably disable it mostly and replace the proper directory with a
symlink to /org/ftp.debian.org/ftp, at least as long as spohr remains
having a local archive.
