For what it's worth, I tried building fpc including your debdiff and running the autopkgtests in an Ubuntu PPA. They passed on amd64, and failed on arm64 [1] and armhf [2]. Unfortunately, fpc has not been bootstrapped on ppc64el in Ubuntu yet.
