breathe 4.19.2 is not entirely compatible with sphinx 3.2.1. The breathe requirements declare Sphinx<3.2. It might not be release critical since sphinx+breathe is kinda sorta working, so not marking Severity serious (do upgrade severity if warranted). But a problem manifests in failing to build docs for pybind11, Bug#963659. Not clear what the problem is exactly. pybind11 upstream can't reproduce. Breathe upstream is aware they need to release for sphinx 3.2 (issue #565).
