The man page for dracut.conf says

> *.conf files are read from /usr/lib/dracut/dracut.conf.d and 
> /etc/dracut.conf.d. 
> Files with the same name in /etc/dracut.conf.d will replace files in 
> /usr/lib/dracut/dracut.conf.d.

with the intention being, similarly to systemd config, that distributor
supplied files can be overwritten by the local sysadmin, by putting
files into /etc/dracut.conf.d and/or symlinking files from
/usr/lib/dracut/dracut.conf.d to /dev/null.

The packages 
- dracut-config-generic,
- dracut-config-rescue,
- dracut-core, and
- dracut-network
install files to /etc/dracut.conf.d that should probably be installed to
/usr/lib/dracut/dracut.conf.d instead.
