Still exists, but can be fixed by the following steps:
1. Add systemd.unified_cgroup_hierarchy=1 to the kernel command line, i.g. like 
so in /etc/default/grub:
   GRUB_CMDLINE_LINUX="quiet splash initrd=/install/gtk/initrd.gz 
systemd.unified_cgroup_hierarchy=1"
2. udpate-grub
3. reboot
4. systemctl status oomd # to see if "active"
