The line numbers /should/ match up. Starting with 3.1.3-7, rsync has now dbgsym packages, unfortunately stable has 3.1.3-6 and we can't perform a stable update for this change. We recently uploaded rsync to buster-backports, this means that rsync on backports does ship dbgsym.
