This is not addressing the issue directly, but I think it's worth pointing out,

Starting with 3.1.3-7, rsync has now dbgsym packages, unfortunately
stable has 3.1.3-6 and we can't perform a stable update for this
change.

We recently uploaded rsync to buster-backports, this means that rsync
on backports does ship dbgsym.
And starting with the next stable release (Debian 11/bullseye), rsync
will provide dbgsym packages.
