Hi,
due to #963715 I stopped+disabled+masked rsyslog on a system.
Now logrotate fails with

because the script /usr/lib/rsyslog/rsyslog-rotate fails with
Failed to kill unit rsyslog.service: Unit rsyslog.service not loaded.
Please alter the script to not fail if rsyslog is not up.
