Ah, but :all packages that are not Multi-Arch:foreign (which this probably doesn’t qualify for) are implicitly architecture-qualified, so maybe the Depends must be changed to libgcc-9-dev-i386-cross:all explicitly? > It is a :amd64 package, it shouldn't depends on :i386 package.
