I have installed debian from debian-live-10.4.0-amd64-kde.iso on a new SSD. Then I installed synaptic with this command: apt-get install synaptic. I installed with synaptic some programs. Trigger für man-db (2.8.5-2) werden verarbeitet ... This example shows the solution for this error-message. I installed libgtk3-perl and this message, that synaptic can't locate Gtk3.pm was gone. You can fix this problem easily,add libgtk3-perl as hard dependency and it will work immediately without this error-message. That's all.
