I am forced (due to work) to use Microsoft Teams for video conferences. If Quod Libet is open but paused when I hold a Teams meeting, then when I leave the meeting, Quod Libet starts playing music, as if I had pressed the play button. However, the play button does not turn into a pause button as if I had pressed the play button. To stop the music, I need to press the play button (which changes the play button into a pause button), then press it again, which pauses the music. I wouldn't expect Microsoft Teams to be able to control Quod Libet, or any other program. I wouldn't *want* it to be able to.
