I was able to work around this bug by adding --frontend=browser after --apt in the Pre-Install-Pkgs line in /etc/apt/apt.conf.d/20listchanges to override the environment variable. This has the advantage that it's a config file, so won't be reverted if you upgrade apt-listchanges.
