Thank you for the feedback. I do not experience problems with telegram-desktop in a clean Debian Stable testbed. Inter alia, the app is still able to work through a proxy. I have tested SOCKS5 and MtProto just now. It is quite unclear what happens on your end. Please attach logs of the app to dig the issue. Screenshots or even a short screencast will also help.
