This script should be shipped alongside twiki. Also setlib.cfg should be updated so as to reference the location of TWiki.pm with absolute path. i.e. : $twikiLibPath = '/usr/share/perl5'; instead of : $twikiLibPath = '../lib'; Otherwise, the UpgradeTwiki script won't work.
