The whole idea of blacklisting is to avoid the test being run. The
migration software run by the release team uses the same facility as the
self-service (it is just a slightly special user). Hence, this request
would require a large restructuring of the code, for very little gain.

You'll have to ping the maintainers of ci.d.n. If you believe such a bug
is fixed, close it, we'll lift the ban and if it still fails, we can
reopen the bug.

I have just scheduled a test run (in unstable), sorry for not responding
earlier to your requests in bug #946625, it slipped through. Please
close that bug if it passes.
