Dear Maintainer,
(1) autopkgtest-build-qemu sid /var/lib/libvirt/images/sid-systemd.img
(2) Clone sid-systemd.img to sid-systemd-clone.img by virt-manager.
(3) In sid-systemd-clone.img, run "apt-get --purge install sysvinit-core", and
edit /etc/inittab to enable getty on ttyS0 and ttyS1.
(4) autopkgtest -B -o /var/tmp/firefox-sysvinit firefox -- qemu --ram-size=2048
/var/lib/libvirt/images/sid-systemd-clone.img
gives

The same test on firefox runs fine in sid-systemd.img.
This issue is also observed in package version 5.10 shipped with Buster.
This issue seems incompatible with Proposal B in
https://www.debian.org/vote/2019/vote_002#textb
which says "Debian remains an environment where developers and
users can explore and develop alternate init systems and
alternatives to systemd features."
