Package: developers-reference Version: 3.3.6 Severity: normal 5.13.2.2 talks about how a "conflict" could cause a package to be removed; afaics it is *not* talking about the ./debian/control Conflicts field, but rather about whether the dependencies of a package in testing would be broken by installation of a new package into testing, for example when the package in testing depends on a version of the new package which is less than the version attempting to be installed (and the package names are the same).
