The compile-time option DO_RNEWS_SAVE_BAD should be enabled as
otherwise articles rejected by the news server are lost forever.
By default, rnews just writes a log and discards rejected articles.
When DO_RNEWS_SAVE_BAD is set, rnews will write each rejected article in
a different file in "<pathincoming>/bad".
My concern, if this behaviour becomes the default, is that a spammer may
succeed in making your news server run out of disk space by just keeping
sending articles.
I don't believe enabling this setting by default is a good idea.
Nevertheless, you're right that having an inn.conf parameter to enable
it, if the news admin wants, would be better.
