While the Copyright notice is encoded in UTF8 Copyright (C) 1999-2016 Björn Jacke <bjo...@j3e.de> the actual words use latin1 - which makes it harder to correctly read the file. Please change the (C) line to latin1 as well, or make the whole file utf8.
