I don’t know if this is really a bug in debhelper, but:

The .dsc file contains…

… and similar in the Package-List.

There’s not really an overview anywhere which fields in the rfc822-like
format Debian likes to use can be wrapped, but if this field could not
be wrapped, both dpkg-source (used to create the .dsc) and debhelper
would refuse to parse the debian/control file due to it, so I’m guessing
it _is_ a bug in debhelper, either to not allow wrapping this field, or
not complaining about it, and in the latter case, also a bug elsewhere…
