Dear Maintainer, The upgrade transaction for the texlive family, version 2020 failed for me with a file overwrite (transcript below). This is non-deterministic based on the order in which apt chooses to upgrade packages, so it won't happen to everyone. Workaround: as with most bugs involving files moving between packages, "apt-get -f install" or "g, g" in aptitude will often sort it out (although, again, not deterministically). In my case it succeeded on the second attempt in aptitude.
