IIRC, the magic is done by the db_subst command of debconf. See the SUBST command of the debconf protocol. You'll probably find implementation examples in other packages that configure Apache servers for their needs. I can't give eamples right now but, as translator, I have seen many such packages. They shouldn't be hard to find..:) I also suggest you talk to maintainers of the Apache packages. There is an apache-shared template which you could use for your needs by registering it (see the REGISTER command in the debconf protocol).
