Package: can-utils

Hi Alexander,

Recently I notice can-utils is nice tool for socketcan especially when I
personally count on it for work, so I'm pleased to see it on debain.
However, I also found that the version is outmoded a bit compared to
current upstream release, and I think it's still worth to maintain its
debian package for consistency.

As usual, current can-utils package should match several criteria
according to package salvaging wiki:

1. Missing upstream releases (Now it's 2018.02.0-1 and we need to
upstream version 2020.02.04 at least.); AND
2. There is the need to upload the package to deal with upstream issues; AND
3. There is no visible activity regarding the package over six months[1];

Probably I can do NMU first, but again I'd like to contact with you via
this email to see if you still focus on it or not.
