So I have investigated and I found where the problem comes from. It was
my FTP server which stopped working. I don't know what kind of error
this problem raise in python because the function which try to display
the error fails with the UnicodeDecodeError I show on the original
report. So the malfunction comes from the environment.

Howeverfinding the cause was difficult because the code supposed to
display the error fails on the decoding error making the error message
not very explicit.

I hope duplicity 0.8 will fix the issue as it relies on py3. You can
close this report or keep it open see if the issue is resolved in future
debian version.
