vpnc-scripts is arch: all and the maintainers confirm it doesn't have any architecture-specific bits. Its binary dependency is iproute2, which also doesn't have any architecture-specific interfaces. Therefore, it can be marked as Multi-Arch: foreign. The use case was requested by one of the maintainers, and it's to be able to easily test openconnect:i386 on an amd64 image - i386 images are becoming rarer and rarer.
