The only way I can see of fixing this is to define the variables TEXINPUTS.tex4ht and TEXINPUTS.t4ht. This is because tex4ht.c and t4ht.c look for tex4ht.env *before* they look at the variables TEX4HTINPUTS and T4HTINPUTS. Defining TEXINPUTS.progname is also suggested by the kpathsea documentation. Please tell me if you think that this solution is correct in which case I will make the appropriate change in the configuration file for the Debian package.
