As mentioned in one of the other bugs you filed, this was caused by
/etc/apt/apt.conf.d/01autoremove-postgresql. I've now replaced this
with a smarter solution that only marks packages to be kept if there
are still PostgreSQL clusters of that version. That was overdue,
thanks for prompting that change.

Fwiw, you filed at least three bugs in three different places (of
which at least one location -- salsa support -- was totally wrong) and
made a huge fuss about it. Claiming "the dev seems to be ignoring it"
after only three days wasn't helping your case either.

I found that bugs that come with so much drama are much better handled
by ignoring them for some time.
