No.
In 2019-12 the former "oberdiek" bundle, which contained about a hundred
different packages, was split into separate ones, and put into
collections, but obviously some of those are misplaced.
I will discuss with Karl Berry what we do, this is obviously not optimal
a solution.
For now I guess you need to fix your build deps, but this will become
(hopefully) unnecessary with the next upload of TeX Live.
