I see two issues here: - the (empty) upstart file is still created $ grep upstart debian/prepare-files php@PHP_VERSION@-fpm.upstart - there is no proper maintscript created for php7.3-fpm which would clean up the old conffile. Looking at /var/lib/dpkg/info/php7.3-fpm.p* the relevant maintscript code is missing.
