in my experience, nfs server does not start if there are no exports. also, it makes it difficult for packages (such as ltsp-server) to configure NFS while remaining compliant with debian policy 10.7.3: "This implies that the default version will be part of the package distribution, and must not be modified by the maintainer scripts during installation (or at any other time)." a move towards something described in policy 10.7.4 might be nice. live well, vagrant
