After an upgrade, my .toprc can no longer be read.
This might be related to the discussions we had
around #784740 where this happened again, and we,
in addition, found that those files are locale-
dependent, but it also happens in the C locale,
for which my /etc/skel/.toprc was written:

tglase@tglase-nb:~ $ LC_ALL=C top
top: window entry #1 corrupt, please delete '/home/tglase/.toprc'

On another system which still has 2:3.3.15-2 the
exact same file works, so this is a recent regression.
