Please consider shipping a native systemd service masking the already shipped init script (fixes lintian tag[1] in subject). The upstream webpage has instructions at https://radicale.org/setup/ under "Linux with systemd system-wide" (including security hardening![2]). You can put the file in debian/radicale.service to have debhelper handle installing it. Since debhelper compat 9 is now deprecated, your best option is likely to bump to debhelper compat 10 (or higher) and maintscript integration should be automatic.
