there is a (long) list of overrides for daemons that are not restarted by default. Dhclient is currently blacklisted so it is completely ignored. There are to many ways howto use dhclient (call it manualy, call it by ifupdown, use NetworkManager or WICD, ...) and for most cases it is not possible to restart it.

This is why the default configuration ignores it completely.
