There are still packages that build-depend on liblwt-ssl-ocaml-dev, and additionally src:lwt still suggests it. The Build-Deps are probably preventing automatic cruft removal of liblwt-ssl-ocaml-dev and src:lwt/2.7.1-7 from unstable.
