Version 1.38+1.39-WIP-2006.03.29-1 of e2fsprogs included support for online (mounted) resizing of ext3 file systems, so now the default tools support this feature. mke2fs now support the config file /etc/mke2fs.conf, and inserting the following will enable the online resize feature on created file systems:
