This was because the wiki has been unnecessarily keeping around an ancient copy of PyXML so that the MoinMoin DocBook support still worked. Since some time that has not been necessary because the Python stdlib includes a copy of PyXML with enough support for XML. That also explains the difference in behaviour between the WSGI and Python shell environments.
