I hit this again when cross-compiling z3 to riscv64 over at #948109. Even 
worse, there you need all of

--add-depends=libatomic1:riscv64
--add-depends=libstdc++6:riscv64
--add-depends=libc6:riscv64

because it is a C++ project that uses libatomic.

If migration to testing is still a concern, we could add these to recommends, 
and simply have sbuild also ensure the recommends are installed?
