Firstly both the cron job and the HTML file should include the full path to the file. If the errors were reported in /var/cache/apt-cacher-ng/mirror.internode.on.net/pub/debian/dists/unstable/main/binary-i386/Packages.xz then it would take me less time to track the problem down. Next what is the error when reading the file? I ran xzless against it and the contents looked OK. The HTML file should give some clue as to what the error is.
