Hello,/usr/bin/wine64-development is a symlink. It should point to the proper binary in /usr/lib.
It looks like your wine installation is broken and you have/usr/bin/wine64-development pointing to /usr/lib/wine-development/wine64-development instead of /usr/lib/wine-development/wine64.
